Guiding in India started in 1911 and was amongst the founder members of the World Association of Girl Guides and Girl Scouts in 1928, also covering present-day Bangladesh and Pakistan at that time.Scouting for native Indians was started by Justice Vivian Bose, Madan Mohan, Hridayanath Kunzru, Girija Shankar Bajpai, Annie Besant and George Arundale, in 1913. Prior to this date, Scouting was open only for British and foreign Scouts. In 1916, a Cub section was started, followed by the Rover section in 1918.Colonel Wilson volunteered his services to the District Scout Commissioner, Alfred Pickford, and in 1917 became Assistant Scoutmaster of the Old Mission Church Troop. Shortly Wilson was acting as Cubmaster and Scoutmaster, and succeeded Pickford as District Commissioner in May 1919 when Pickford was promoted to Chief Scout Commissioner for India. Many separate Scout organizations began to spring up, the Indian Boy Scouts Association, founded in 1916, based in Madras and headed by Annie Besant and George Arundale; Boy Scouts of Mysore; Boy Scouts of Baroda; Nizam 's Scouts in Hyderabad; Seva Samiti Scout Association (Humanity Uplift Service Society), founded in 1917 by Madan Mohan Malaviya and Hridayanath Kunzru and based in Allahabad; the aforementioned Boy Scouts of Bengal and likely others. A conference was held in Calcutta in August 1920 in which Wilson staged a Scout Rally, and as a result the Viceroy of India sent an invitation to Lord Baden-Powell, by then Chief Scout of the World, to visit India. Lord and Lady Baden-Powell arrived in Bombay in late January 1921 for a short tour of the subcontinent before leaving Calcutta for Rangoon. Alfred Pickford accompanied them and became one of their closest friends.http://filippodelvita.com/demo/userfiles/fire-protection-manual-by-tariff-advisory-committee.xml

In 1922 Pickford returned to England and was appointed Overseas Commissioner of The Boy Scouts Association at their headquarters in London, but his dream of allowance of local boys into the program had been fulfilled. These companies formed the All India Girl Guides Association in 1916.The former concealed them from public view, but were very hot; the latter, being cages of expanded metal, were cooler, but reminiscent of the Calcutta Zoo !A first success was the merger of the Boy Scouts Association in India and the Hindustan Scout Association forming the Bharat Scouts and Guides on 7 November 1950. The idea for this fourth world centre dates back to 1956 when it was developed during a WAGGGS International commissioners' meeting in New Delhi. He was enamoured by the book and formed one of India's first Scout groups for native boys. Prior to that, there existed some Scout groups, but they were primarily for the British expatriates in India. He wrote to Baden-Powell about this discrepancy. In 1921 the regulations were changed and all were allowed to become part of the Scout movement in India. The 18th West has been continuously running since the day it started. None of the World Wars or the Partition of India stopped the group from functioning.Membership Edit Archived from the original on 14 August 2014. Retrieved 13 August 2014. He was buried in Nyeri amidst nature’s most beautiful vistas with his head to the North to the snow copped mountains of Kenya which he loved so much. The idea originated from an incident in his military career in South Africa. When Colonel Baden Powell entered the capital city of the Ashanti people in 1896 he was met by one of the chiefs named prempeh who came to him holding out his left hand. B.P held out his right in return but the chief said: NO, in my country the bravest of the brave shake with the left hand. So began the left handshake of the world wide brotherhood of scouts. The successful conduct of the camp and publication of the Book “Scouting for Boys” in a fortnightly marked the start of the Boy Scout Movement. Lord Baden Powell decided to start a movement for Girls with the help of his sister Agnes Baden Powell. All rights reserved. Initially, Scouting was a movement intended for the benefit of British boys. In or around the year 1911, a corresponding movement was started for girls and came to be known as the Guide Movement. In India, the Scouts Movement started in 1909 and the Guide Movement in 1911. The Scouts and Guides movement in India has an illustrious history. The movement initially started under different names and different provinces in India such as the Sewa Samiti Scouts Association, The All India Boys Scouts etc.Efforts were made by Lord Baden Powell, the Founder of the Movement, at the instance of Lord Chelmsford, the then Viceroy of India, in 1920-21 and again in 1937-38 to unify different Associations. Efforts could not succeed because the Indian Associations could not owe allegiance to the Crown as desired by the then regime. After the independence of the country incessant efforts were made by the National Leaders of the time like Pandit Jawaharlal Nehru, the then Prime Minister of India. On 29th May 1948, an informal meeting was conducted and presided over by the then Education Minister, Mr. Maulana Abul Kalam Azad. Ultimately, after a long discussion, representatives of the two pioneer associations, existing at that time, decided to set up a committee with Dr. Tarachand, Secretary, Ministry of Education as Chairman and Commander G.H. Nicholla, Deputy Private Secretary to the Governor General as a Member to work out the details of the amalgamations. The Constitution of India has accepted the name “Bharat” as an alternative name of India. The merger had the blessings of the late Chief Guides Lady Baden Powell. The merged organization’s new name came to be registered and incorporated under the name and style of Bharat Scouts and Guides on 6th November, 1950 under the Societies Registration Act (Act XXI of 1860). The merger of two organizations came into effect on 7th November, 1950. The amalgamation was pursuant to a meeting convened under Societies Registration Act dated 24th October, 1950. (A Photocopy of the certificate of Registration is enclosed herewith as Annexure-1). The All India Girl Guide Association merged with the Bharat Scouts and Guides later in August, 1951. While, there were several Scout Organizations and a separate Girl Guide Association functioning in India during the pre-independence era. This could happen as a consequence of merger of Boy Scouts Association of India, Hindustan Scouts Association and the Girl Guides Association under the guidance of the then the leaders of the country like Pandit Jawaharlal Nehru, Maulana Abul Kalam Azad, Dr. H.N.Kunzru, Justice Hidyatullah, Sir Vivian Bose and many other stalwarts. Prior to this affiliation, the All India Girl Guides Association was a member of the world body. It is pertinent to mention that more than 160 Counties are members of the International Scouts body i.e. World Organization of Scout Movement (WOSM) and approximately 140 Countries are members of the International Guide body i.e. World Association of Girl Guides and Girl Scouts (WAGGGS). As per the rules of the said two apex bodies, only one national body from affiliated countries is recognized and admitted as a member. The Scouts and Guides are seen working with dedication and commitment to serve the community.
